The Need

International Justice Mission (IJM) is seeking to hire a Senior Director of Monitoring and Evaluation (M&E) to lead M&E activities for two "structural transformation" (ST) projects in Chennai and Bangalore, India, as well as coordinate across projects in India for M&E-related activities. Structural transformation projects at IJM target the host-country public justice system and provide interventions, training, capacity building, and awareness-raising to sustainably reform the functionality, accessibility, fairness, and accountability of the system. In India, IJM works to combat bonded labor in Chennai, Bangalore, and Delhi, and commercial sexual exploitation of children (CSEC) in Mumbai and Kolkata.

The core responsibility of the Sr. Director of M&E is to provide oversight, management, and guidance to two ST projects beginning in 2013 in Bangalore and Chennai. Additionally, the Director of M&E will act as a technical advisor to all current projects in the country, including casework for both bonded labor and CSEC, the Google-funded Replication of Casework and Advocacy projects, and a potential large scale police training project. The Sr. Director of M&E will report directly to the Senior Program Manager for South Asia, but will work with the Program Design and Evaluation (PD&E) Unit based at the Headquarters office in Washington, DC, and the Field Office Directors (based in India) responsible for these ST projects. The position itself will be based in either Chennai, Delhi or Bangalore, India.

Responsibilities


  • Lead for M&E within Bangalore and Chennai structural transformation projects (70%):
  •     Overall leadership and management relating to the operationalisation of the two structural transformation projects in Bangalore and Chennai;
  •     Review M&E data, distil and communicate their implications for program implementation, including modification in geographical priorities, target groups, interventions and implementing partners with a view to shaping program direction;
  •     Coordinate and supervise management of the information management system for monitoring and evaluation;
  •     Supervise monitoring and evaluation processes and ensure quality and timely periodic production of M&E data in line with targets;
  •     Develop annual M&E budgets, detailed implementation plans, and M&E plans for both structural transformation projects;
  •     Manage and coordinate any M&E-related staff in the Bangalore and Chennai offices (data entry clerks, M&E Officers/statistician); and
  •     Supervise consultants contracted to complete a specific piece of work in either of the two structural transformation projects or support of any of the India projects.
  • M&E technical advising to all India projects (30%):
  •     Provide technical support to M&E strategies within the other India projects;
  •     Coordinate and lead meetings for the India M&E unit, made up of M&E Directors/Officers from each of the projects;
  •     Provide training and build capacity of all staff in India on monitoring and evaluation principles and implementation of key techniques for data collection, management, quality, and dissemination;
  •     Develop, implement, and manage the implementation of a national M&E plan based on all projects;
  •     Assist all India Field Office Directors in project planning, proposal writing, internal and external reporting, and coordination/implementation of research or evaluation activities; and
  •     Work closely with the Headquarters PD&E Unit for coordination of M&E across all projects and case types.

Required Skills and Experience
  •     Master's degree in International Development, Public Health, Social Sciences, or related field;
  •     At least five years progressive experience in monitoring and evaluation of community-based or national-scale programs;
  •     At least three years experience in managing a team, with either project management skills or leadership training;
  •     Extensive exposure and experience working with government-funded programs as well as those funded by private institutions and foundations;
  •     Experience conducting operations research, implementation science, or other evaluations;
  •     Expertise in developing M&E systems (data collection tools, strategies, M&E plans, data management systems, etc) for large-scale consortium-led projects, from inception (or design stages);
  •     Systems building and systems thinking skills and well developed conceptual thinking skills;
  •     High level advocacy and communications skills;
  •     Ability to work proficiently in all Microsoft Office programs such as Word and Excel; Knowledge of database software and systems an added benefit; and
  •     Knowledge of a statistical software package (Stata, SPSS, SAS) a plus.

Travel Requirements

    This position requires frequent internal travel across the different field offices in India.
