About the Job:
MicroSave is seeking a Specialist - Agriculture, Health and Energy. S/he will assess the agriculture, health, and energy related needs of the poor in the states of Uttar Pradesh, and evaluate various government and non-governmental programs underway to meet those needs, identify gaps, and propose solutions to bridge the gaps. The position is based in Lucknow
Tasks and Responsibilities:
- Identify and evaluate a range of agriculture, health, and energy related digital applications that have the potential of impacting and improving the lives of the poor in the state of Uttar Pradesh (UP) and a high likelihood of acceptance by the target users;
- Identify synergies between the subsidy programmes related to rural development;
- Explore options and develop thought leadership on integration and optimization of the state (UP) and the centre sponsored subsidy programmes related to agriculture (such as Kisan Credit Cards), health (JSY/JBSY), and energy (kerosene, electricity, and solar power subsidies) with the various electronic benefit transfer or direct benefit transfer and financial inclusion programs underway;
- Work extensively with select partner banks to assess their agri value-chain programmes (such as dairy/sugarcane/menthol/paddy value chains) in UP, identify opportunities of support to scale these programmes, and collaborate with other digital financial services teams at organization to support the banks in implementing the recommendations;
- Develop value proposition for mobile network operators (MNOs) to adopt select and relevant applications related to agriculture, health, and energy for offering them through their platforms and channels;
- Interface extensively with the respective UP state and central ministries (and departments) of agriculture (and associated, such as animal husbandry and dairy), health, social welfare, rural development, and energy;
- Collaborate with intrahealth, a government program that integrates various government transactions and services within and across ministries.
Qualifications:
- Master's in Management/Business Administration, with a specialization in Rural Development/Agriculture/Health workstreams;
- Minimum 8 - 10 years of work experience;
- Rich experience with and deep knowledge of the various central and state governmental programs focusing on agriculture, health, social welfare, and energy;
- Experience with and deep understanding of the G2P programmes in Uttar Pradesh (UP), particularly related to agriculture, health, social welfare and energy related subsidy programmes;
- Sound understanding of the systems used for delivery and monitoring of the various programs;
- Experience implementing programs with government officials in UP (at the state and district level) and with NGOs working in agriculture, health, welfare, and energy;
- Relationships at senior levels at the centre/state ministries of agriculture (and associated, such as animal husbandry and dairy), health, family and social welfare, and energy;
- Communication (oral and written) skills, interpersonal skills, report writing and presentation drafting skills;
- Ability to analyze and synthesize data/information and present it using appropriate frameworks;
- Fluent in English and Hindi languages.
