Purpose: Overall responsible for polio interventions in the India Country Office, coordinating strategy
and inputs across multiple sectors, including programme communication ($13 million p/a), advocacy, vaccine procurement ($100 million p/a), monitoring and epidemiology. Ensures strong interface with Government of India at various levels, Section Chiefs and State Representatives from endemic states. Coordinates strategy development, AWPs, mid and end of year reviews. Advises Deputy Director and Representative on donor and partner relations. Represents UNICEF at national and global fora related to polio eradication. The staff member ensures the preparation of an annual budget to support polio communication activities, prepare funding proposals and track and coordinate the preparation of donor reports.

Key Expected Result:
 1. Strategic planning and coordination Lead the SMNet transition process to ensure the Polio Legacy in the most disadvantaged areas of UP and Bihar. With technical inputs from the Chief, C4D and in consultation with the A&C section in Delhi, provide overall operational guidance in the implementation of the national polio communication strategy. Ensure that ongoing reviews and deployment of the communication strategy is informed by technical inputs (epidemiology and communication). In coordination with the WHO/NPSP, and UNICEF Health and M&E officers, ensure that communication activities are guided by ongoing monitoring data, special reviews and studies. Coordinate with polio unit members to organize and disseminate the results of regular reviews, assessments and monitoring of the national polio communication strategy. Ensure effective partnerships through building and maintaining relations with key Government departments (particularly MOH&FW). Oversee development and implementation of the national media campaign for polio eradication, as well as prototype material development. With technical inputs from Chiefs Health and Supply, provides overall guidance to UNICEF’s inputs on polio epidemiology to GOI and W.H.O. Ensure strategic support to the eventual introduction of IPV, to ensure full compliance and smooth introduction of this new vaccine.

2. Functional management of the Polio Unit Oversee day-to-day operation of the Polio Unit in Delhi and directly supervise professional officers and general support staff assigned to the unit. Coordinate regular meetings of the unit (weekly at a minimum) and coordinate the development and implementation of monthly travel and work plans. Coordinate and manage human resource issues with the polio unit, in consultation with the State polio unit managers. Coordinate with the programme assistant to ensure smooth financial management of polio communication activities, including the disbursement of funds, liquidation of advances, levels of requisitions and obligations for OR funding, travel requests and bill payments.

 3. Donor reporting and fund raising Coordinate inputs and finalize donor reports related to UNICEF-supported polio activities in India. Similarly, provide inputs and cost estimates for activities to support polio communication in fund raising proposals, in collaboration with State offices.

 4. Government and partner coordination, media coordination Coordinate and guide UNICEF’s leadership role and participation in regular and systematic review meetings, planning sessions and advocacy opportunities with the central and state Governments and partner agencies, particularly WHO/NPSP, Rotary India and CORE. Ensure timely engagement with partners at the national level on social mobilization and communication activities for polio eradication. Provide regular updates to senior management at UNICEF on the status of UNICEF’s partnership with Government and other agencies vis a vis polio, and advise senior managers on appropriate advocacy opportunities for media relations, donor relations and government/partner relations.

 5. Workplanning Design and Project management Provide input to the State office Mid-year review process, and provide inputs into development of the Roling Workplans related to polio eradication. This will include the development of a management plan and a supply plan. Complete EPS/PERs and agree on critical results areas of staff.

Qualification: -Advanced university degree or equivalent working experience in Public Health, social sciences, with preference to those with studies in public health communication, Social mobilization and development, mass media studies, social development communication and community development.* -Ten years of relevant work experience at national and international levels in programme implementation, including strategic communication. Practical experience in community-based research and project implementation. Experience in polio eradication is an asset. -Fluency in English and another UN working language as required. Knowledge of local working language of the duty station is desirable.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
