In India,
URC is implementing the ASSIST project which is a USAID funded program to help
enhance the improvement capability in the Indian health system by engaging
national and state structures to conduct improvements in maternal, neonatal,
and child health along the continuum of care, including through public and
private entities.
Position Summary The Finance Officer will work to support a
project office located in Delhi.
This person will provide support to Sr. Manager - Finance & Administration
and be an integral part of the Finance team. S/he will provide finance services
ensuring high quality and accuracy of work. S/he will be responsible for
providing guidance and supervision to the Finance Assistant/ Admin &
Procurement Assistant at the Delhi
office. S/he will work closely with the other state Finance Officers. S/he will
be responsible for preparation/review of Vouchers / journals / Receipt voucher
and Data entry operations including petty cash management.
Essential Job Functions Specific responsibilities including but
not limited to:
• Assist Sr. Manager – Finance & Administration in
preparation of National, State and District Annual budgets
•
Preparation/Recording voucher/accounting Transaction into the accounting system
QuickBooks or any other software as required.
• Verify invoices and
reimbursement vouchers and process them for payment.
• Preparation and
consolidation of National, State offices’ monthly Fund forecasting
• Ensure all
financial & legal compliances like withholding taxes, PF are met within due
dates.
• Liaison with the
Bank/state/district offices.
• Monitor/review the
expenditures and to ensure their accurate booking in software.
• Preparation of variance reports on the actual Vs Budget
expenditure.
• Ensure the funds are utilized appropriately by the close
of every month.
• Ensure that all
financial reports for HO are completed on time.
• Coordinate the financial audits of the project and liaise
with auditors.
• Provide financial inputs for project management, human
resource management policies, logistics, travel and other areas of
administration
• Ensure URC
Policies, financial management rules and regulation are adhered in National and
all State offices
• Providing guidance and support to the
Finance/Admin/Procurement Assistant(s).
Qualifications The ideal candidate will hold the following
qualifications:
Essential
• PGDM / M.Com / B. Com.
• 6-7 Years Financial
experience with 2-3 years experience as Finance Officer for a large donor
funded project, preferably USAID
• Experience in financial accounting work in Tax laws &
INGO
• Computer knowledge in Quick book is must with MS office,
especially MS Excel.
• Fluency in written
and spoken English.
• Strong organizational skills, Ability to set priorities
and to manage many tasks simultaneously and ability to work under time
pressure.
• Detailed-oriented and accurate in work performance.
• Strong teamwork and
interpersonal skills.

Duration of Contract
One year with possibility of extension
Compensation offered
Depending on qualification experience and URC salary rules
and regulations
