Background
Disaster Risks in the Asia-Pacific region


Over the past decade, the Asia-Pacific region has experienced unprecedented levels of economic growth and significant declines in overall poverty, yet this growth has not resulted in uniform economic gains to its diverse populations. Recurring natural disasters, coupled with low national capacities have increased the region’s risk and vulnerability and led to the erosion of development gains. According to a United Nation’s Report, nearly 75% of all lives lost due to natural disasters occur within the Asia Pacific region. In 2011, extreme weather events brought severe damages to a number of countries in Southeast and East Asia i.e. China, the Philippines, Vietnam, Cambodia, Thailand and Lao PDR, where affected communities were in the process of recovery from the devastating floods of previous year(s).


Duties and Responsibilities

  • The consultant will work under the direct supervision of the Regional Disaster Reduction Advisor (RDRA). His/her duties and responsibilities will include the following:
  •     Develop the concept note, agenda and the training plan for the regional training;
  •     Provide coordination and facilitation support in organizing the training;
  •     Work in close consultation with participating UNDP Country Offices, and other participating agencies;
  •     Document the training proceedings in the form of a Training Report;
  •     Prepare a standardized Training package by updating the training materials based on lessons from the conduct of the training as well as participant (trainee/trainers/organizers) feedback.
  • During the four month period ( August – 15 December 2013), the Consultant will meet the following milestones by the date specified for each as follows:
  •     Preparation of Concept Note, Agenda and Preliminary Training Plan for the Regional Training on Economic Recovery and Sustainable Livelihoods Restoration - 30 Aug 2013;
    Draft Report - 25 Nov 2013;
    Final Report (reviewed) - 30 Nov 2013.

Standardization of Training Package:

    After the training, update and consolidate training materials into a “standard” training package that can be used in the future to deliver training on economic recovery;
    Draft Training Package - 10 Dec 2013;
    Final Training Package (reviewed) - 15 Dec 2013.

Competencies

Functional  Competencies:

  •     Excellent understanding of livelihoods and economic recovery concepts and principles;
  •     Familiarity with knowledge management initiatives, especially experience conceptualizing, organizing and documenting trainings/workshops;
  •     Demonstrated work experience relevant to development and support of economic recovery, livelihoods restoration, disaster mitigation, and/or development initiatives, with direct experience of working on atleast one livelihoods/disaster recovery programme in the Asia-Pacific region;
  •     Experience in conceptualization and formulation of programme and project documents related to livelihoods/disaster risk management/climate risk reduction;
  •     Working familiarity with international and national agencies within the field of livelihoods, disaster reduction and/or international development; 
  •     Good facilitation and communication skills.

Core Competencies:

  •     Ability to work well under pressure;
  •     Good interpersonal skills and flexible attitude;
  •     Ability to liaise and work with people of different backgrounds and nationalities;
  •     Excellent working knowledge of MS Office-Word, Excel, Power Point, Intra-Internet, e-mail applications, etc. Knowledge of other applications such as Front Page, Publisher and some multimedia tools would be useful though not mandatory.

Required Skills and Experience
Academic Qualifications:


    Masters Degree in social sciences or a discipline relevant to development/ disaster risk reduction (DRR).

Years of experience and Other Requirements:

    Minimum 5 years of relevant experience in the area of Livelihoods/Disaster Risk Management;
    Familiarity with livelihoods is essential while understanding of Disaster Recovery/Risk Reduction/ Climate Change Adaptation is highly desirable;
    Experience of working in countries in the Asia-Pacific region on livelihoods/disaster recovery would be an advantage.

Language Requirement:

    Excellent command of English language.

Submission of Proposal:

Financial Proposal:

    Consultant should specify his/her daily consultancy fee;
    Travel, boarding and lodging expenses would be handled separately  by UNDP as per  rules.

CV:

    Consultant should  submit his/her updated CV with three references.

Evaluation  Method and Criteria:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

    Responsive; and
    Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%.
Financial Criteria weight - 30%.
