Background / General description:
The Controller's Vice Presidency (CTR) is responsible for all aspects of the financial reporting and internal control framework for the International Bank for Reconstruction and Development (IBRD) the
International Development Association (IDA) and the extensive Trust Fund/Partnership portfolio of these two entities. The Controller's Vice Presidency is also responsible for expressing Finance's viewpoint on controls over bank operations particularly those which validate the appropriateness of loan disbursements.
Organizationally, CTR is comprised of the (1) Financial Instruments Accounting and Valuation; (2) Loans; and (3) Client Services Departments, as well as the Financial Analysis and Reporting, Accounting Policy, Knowledge Dissemination, and Operational Risks and Controls units. These teams collectively include approximately 400 staff, of which 150 are located at headquarters with the remaining 250 located in regional offices, the largest being in Chennai, India.
The Corporate Expense Services (CTRCS) Division, as part of the Client Services Department, is responsible for the fair recording and reporting of the World Bank Group's administrative expenses and fixed assets which have a combined financial statement value of $3.4b. This includes providing strategic leadership and guidance to Business Units, Bank-wide, on the development and maintenance of an effective system of internal controls over paying, recording and reporting of administrative expenses. The Division is also accountable for developing policies relating to administrative expenses and fixed assets, and for monitoring compliance with policies related to several bank-wide systems, including SAP and the Travel System.
The Division is organized in two teams, the Quality Assurance and Control team (CTRQC) and the Business Process Management and Design team (CTRBM).
CTRQC leads from an account management perspective, the development of financial accounting controls germane to the day-to-day accounting businesses for the other functional administrative expense teams and the local accounting office of the World Bank Group country offices. With the support of the Chennai Accounting Office, CTRQC maintains a mandate that includes implementation of quality assurance, control and performance management activities. CTRQC also manages SAP access authorization roles and oversees access by Bank users.
The Quality Assurance and Travel Accounting team (CTRCA) is located in Chennai, India, and functionally reports to CTRQC. The team provides information to Bank staff members about the Bank's travel policies and ensures that Administrative claims are in accordance with the Bank Policy. It undertakes, mainly, audits of Administrative expense reimbursement claims, including country office trips, approval of spouse trips, and certification of home leave travel.
The Bank's spending on staff travel represents a significant component of the administrative expenses of the institution. While it is the shared responsibility of the Bank staff to control the expenses and adhere to Bank's travel policies and procedures, CTRCA's primary role is to monitor centrally the effectiveness of the underlying control activities exercised by staff and management, and ensure that the staff travel claims are adjusted in accordance with the Bank's Operational Travel Expense Reimbursement Policy.

The selected candidate will be required to work in night shift to serve the clients based in the World Bank Head Quarters (Washington, DC, USA).
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 4 year term appointment.
Duties and Accountabilities:
- Provide day-to-day support and technical advice to travelers in the Bank seeking travel policy clarification via e-mails and calls on the travel accounting service desk.
- Identification of problems and areas of possible improvements and development of constructive recommendations for improvements in effectiveness and efficiency and internal controls over the activities reviewed.
- Provide inputs and actively participate to support management's initiatives to improve the process quality & process related controls.
- Establish and maintain accounting practices to ensure accurate and reliable data necessary for business operations. Conduct reviews of administrative transactions (both travel and non-travel related) to verify accuracy of records, compliance with Bank's policies and procedures.
- Follow-up with the units on appropriate and timely submission of documentation for review.
- Compile review findings and recommend follow-up actions to the Units and the management.
- Prepare and issue periodic reports on trends and patterns observed from the QA reviews.
- Review of expenses directly charged to the trips for reasonableness and duplication.
- Analysis of travel advance claimed in the trip for reasonableness and conformance to travel policy and submit monthly reports to HQ.
- Preparation of MIS on a periodical basis and support the QA program activities and provide assistance in meeting any adhoc requirements.
Selection Criteria:
- B.Com with a minimum of 3 years Experience; Other Professional qualification is highly desirable.
- Strong conceptual skills and ability to interpret data, assess issues, develop sound conclusions, and formulate remedial measures.
- Willingness to work in the night shift whenever required.
- In-depth, detailed understanding of accounting systems, preferably SAP FI modules and their control features and configuration capabilities/implementation at the Bank and a proven track record of problem solving skills in an automated accounting environment.
- Exposure to other systems like People soft, and proficiency in Microsoft windows applications viz, Excel, word, power point would be an added advantage. A proven track record of problem solving skills in an automated accounting environment
- Excellent judgment, very good written and oral communications skills (including ability to write clear, concise and complete procedure); ability to carry out a multi-dimensional, multi-functional work program.
