Background
One of the outcomes of the recently approved GOI-UNDP Country Programme Action Plan (2013-2017) is on Sustainable Development. The main objective is “Government, industry and other relevant stakeholders actively promote environmental sustainability and enhanced resilience of communities in the face of challenges of climate change, disaster risk and natural resource depletion”. The programme on “Strengthening Institutional and Community Resilience to Disasters and Climate Change” has been formulated under this framework. This programme aims to strengthen capacities of government, communities and institutions for disaster risk reduction including risks being enhanced due to climate change, and develop preparedness for recovery. The programme with a total resource allocation of US$ 6.15 million will focus on eight multi-hazard prone states, 25 districts, 10 cities and 10,000 villages. The main components of the programme are: (1) Mainstreaming DRR and CCA in Development Planning; (2) Urban Risk Reduction; (3) Technical Assistance and Capacity Building; (4) Support for Knowledge Management; and (5) Enhancing resilience of vulnerable communities to cope with disasters and climate variability by implementing scalable demonstrative pilot initiatives.
The Ministry of Home Affairs (MHA) is designated as the implementing partner with the Joint Secretary (DM), MHA as National Project Director (NPD) for overall management of the project. UNDP is required to provide implementation support to the project. In this context, the Coordinator (Disaster Risk Reduction) is expected to provide support to UNDP and MHA for the implementation of the programme.
Duties and Responsibilities
The National Project Coordinator (Disaster Risk Reduction) will be based in Delhi and would provide technical inputs to MHA and UNDP for the implementation of the programme. The Project Coordinator (DRR) will work under the direct supervision of the Head of the DM Unit, and will:
- Consult the National Programme Director/JS (DM), MHA and Dy. National Programme Director/Director (DM), MHA on various programme implementation issues;
- coordinate with the State Project Coordinators in the selected States, State level DM Nodal Department, District and city administrations, and other national/international networks;
- Consult other members in the Unit and the programme staff;
- Be responsible for providing necessary technical inputs required for operationalizing all DRR interventions under the above programme;
- Be the point person to interact with technical resource agencies, government agencies and community based;
- Organizations on various aspects of disaster risk reduction and climate change adaptation related programme related tasks.
Duties and Responsibilities
The incumbent will carry out the following tasks:
- Support operationalization of the agreed programme implementation strategy;
- Assist in day-to-day coordination to implement programme activities under the five key programme components;
- Assess technical requirements of the national and state governments as well as district and city administrations, and take steps for coordinated and timely provision of high quality technical inputs based upon his assessment in the form of technical advice, tools, guidelines, knowledge products, best practices both national/international;
- Consult with the State Project Coordinators in order to provide inputs for timely preparation and approval of annual work plans, budgets, release of funds and utilization;
- Provide guidance to the State Project Coordinators on day-to-day project implementation issues ranging from negotiating and finalizing implementation arrangements to audit and follow-up, ensure tracking and monitoring of project activities as per annual work plans, assess development outcomes vis-à-vis planned targets and identify and document policy lessons for replication and up-scaling;
- Help in drafting technical notes, letters, reports and other materials as required with respect to programme implementation;
- Assist UNDP DM Unit in interfacing with other vendors and responsible parties in connection with implementation of the programme activities and flag deviations from the approved time schedules and delivery of outputs;
- Assist in obtaining progress reports as per schedule, and highlight technical slippages, if any, to the attention of the NPD/Joint Secretary – DM Division, Ministry of Home Affairs), and Dy. NPD/Director – DM Division, Ministry of Home Affairs) and UNDP;
- Support in complying with other requirements as laid down in the approved UNDP programme document;
- Contribute to effective qualitative and quantitative reporting and arrange appropriate documentation and dissemination of information;
- Contribute to Knowledge management initiatives under the project;
- Organize and participate in technical and monitoring consultations as per UNDP requirements;
- Any other related tasks assigned by the DM Unit.

Required Skills and Experience
Education:
Post Graduate degree in, social sciences, geography, environment, economics, management or relevant disciplines.
Experience:
10 years of post -Master’s level experience with minimum 7 years of relevant experience, with regard to the implementation and management of projects;
Experience of working in the field of Disaster Management and/or & climate change adaptation.
Language:
Fluency in English;
Working knowledge of Hindi and/or any other Indian language is desirable.
Travel:
Extensive travel to the programme states, districts and cities would be required.
