Vice Presidency Context
The Information Technology and Solutions (ITS) Vice Presidency is the World Bank Group's central function for the provision of information and technology services to the Bank's business units. The overarching objective of this function is to ensure that end-users have the information and systems to do their jobs at all locations where Bank business is being done. The management of most of the end-user IT services, business solutions and the underlying technology infrastructure is centralized with ITS. ITS is structured in a federated operating model with separate dedicated application development and management departments for each of the four Bank business lines: Operations and Knowledge, WBG Finance, IFC and Corporate Functions. Each of the business line application departments is led by a CIO who works closely with a business line governance group to align the systems investment portfolio with the business priorities. Shared services departments provide support for underlying infrastructure and applications platforms and Enterprise Architecture.
The World Bank Group has adopted a three-year IT Strategy that is centered on seizing value opportunities, creating agile delivery capacity, promoting standards, managing risks, and transforming the ITS Organization. Front office functions including strategy and outreach, innovation, budget, program management, information security, and risk management provide the enabling authorizing environment and control processes to help the ITS service and project managers meet the goals of the ITS strategy efficiently and effectively.
Unit Context
WBG Finance ITS (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the World Bank Group's Financial services, which include Corporate Finance, Risk Management, Controller's, Treasury, General Services, and Concessional finance. ITSFI is additionally responsible for building its IT services using a shared platform that provides scale, leverage, reliability, and control while at the same time improving responsiveness to emerging business needs.
Job Purpose:
The incumbent will work in the ITSCT Loans Application (iLAP) team, alongside other colleagues who manage core SAP applications, and engage closely with project managers, business analysts, clients and team members to understand the business requirements that drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and be in compliance with the organization's architectural standards. He/she will be involved in the full systems life cycle and therefore are responsible for designing, coding, testing, implementing and supporting application software products that are delivered on time and within budget. The individual is also responsible for the selection, configuration, customization, integration, and implementation of packaged solutions.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
Duties and Accountabilities:
This position is based in Chennai and reports to the Program Manager, ITSCT.
The incumbent will be working on the Loans Information Source Data Warehouse System and associated projects, and be responsible for design, implementation, successful delivery and maintenance of Business Intelligence Information/Data Warehouse system for Loans business area. The incumbent is required to be experienced in the areas of Business Intelligence development and implementations, data architecture and data warehousing, and also being involved in resolving complex support issues. Responsibilities include, but may not be limited to, the following:
General Responsibilities:
1) Participate in project scope identification and definition, data architecture development and project planning in coordination with other members of the data warehouse team. Provide high level estimates as well as accurate detail estimates.
2) Analyze, enhance and maintain data warehouse systems using Oracle/SQL server & utilities, SQL scripts and Informatica tools.
3) Work with the business users to gather data requirements, translate business requirements in to a STAR schema data model, perform source data analysis,
4) Oversee and lead ETL program - define ETL strategy, design and mapping development (specify, develop, test and deploy) using a defined project methodology and internal standards.
5) Develop data transformation processes, automate load processes and maintain/update acquisition and loading processes
6) Develop and improve standards and procedures to support quality development, testing, production and operational oversight of the data warehouse processes.
7) Support implemented BI solutions by monitoring and tuning queries and data loads, addressing user questions concerning data integrity, monitoring performance and communicating functional and technical issues.
8) Define and capture metadata and business rules in coordination with other data warehouse team members to support the project.
9) Coordinate design of subsystems and integration with larger systems. May coordinate development activities with other groups.
10) Implement integration plans. Interfaces with testing teams to incorporate plans into integration testing process.
11) Develop methods, procedures and quality objectives including metrics for assessing progress. Adhere to standards, procedures and quality objectives. Review modules for quality assurance and checks compliance with standards and SLAs.
12) Design, plan and lead testing efforts and coordinates feedback of test results. Develop test cases and files. Conduct unit, system, stress, integration and/or user testing to ensure requirements are met.
13) Work with various IT and vendor personnel to manage implementation within schedule and budget.
Selection Criteria:
- Master's degree with 2 years' experience or Bachelor's degree with 4 years in Computer Science, Engineering, or Information Technology
- Preferred 5+ years of experience in data modeling, data warehouse development, SQL programming, logical and physical database design, and establishing design and programming standards
- Demonstrated expertise in ETL Design and development
- Good command in information management concepts such as Master Data management, Data Warehousing and Data Marts, Data normalization, Snow and Star Schemas, and Taxonomies
- Clear understanding of requirements gathering, analysis, and specification, verification and management techniques for business intelligence and apply them in practice
- Expertise in designing data warehouse solutions using Dimensional modeling techniques and approaches such as Star schema (Kimball Methodology), Snow-flake schema
- Extensive hands on experience in the design, development and management of ETL systems using Informatica Power Center 9.0. Experience in sourcing data from SAP using Powercener is a plus
- Experience using Business Intelligence tools such as SAP Business Objects and designing Universes.
- Ability to create and publishing reports in WEBI, Xcelsius dashboards & Crystal Reports is a plus
- In depth knowledge and experience in at least one complete life cycle of developing and implementing business-driven business intelligence solutions in a sophisticated and complex technical environment
- Extensive hands-on experience analyzing and resolving database design and performance issues
- Experience using data modeling tools such as Erwin to create and maintain data models
- Oracle certification in PL/SQL and 11g SQL tuning
- Basic knowledge of Unix and Windows Operation systems, Shell scripting
- Good analytical, conceptual, and problem-solving abilities
