Division & Project Overview
The URC Quality & Performance Institute (QPI) is a division of URC which serves as an organizing force to bring together best practices, staff experience, partnerships, and documentation on improving health care at URC. The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is URC’s flagship project in quality improvement.

ASSIST is managed by URC’s Quality and Performance Institute, (QPI), which has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.

Roles and Responsibilities:
The Finance and Administration Officer will oversee and manage administrative, logistical and financial management for project in accordance with USAID, URC and Government of India policies and procedures. The position will require close collaboration with URC HQ to ensure regular communication, adequate and timely responses given, and ensure sufficient support is provided for technical staff and activities. Specific responsibilities include but are not limited to:

• Establish the URC India office, including procurement of office equipment, set up of computer and communications network, manage recruitment of staff, and writing local policy and procedures.
 • Develop and maintain personnel and operational manuals, financial and accounting procedures for the project that are compliant with URC policies and procedures and Indian laws, policies, and customary labor practices.
• Conduct and/or oversee all financial, contractual, human resources, and other administrative processes within the URC-India office.
 • Develop and manage budgets for project components and activities, in conjunction with COP and URC headquarters office staff.
 • Communicate regularly and often with other key technical personnel and local staff to ensure smooth administrative and financial processes are upheld;
 • Assist COP in all logistical coordination and procurement matters.
 • Manage procurement and inventory procedures, in accordance with U.S. Government policies and regulations;
 • Work in close collaboration with COP and M&E Advisor to ensure contract monitoring and reporting.

Minimum Qualifications:

Required Experience & Qualifications

  • Master’s Degree or higher in Business Administration, Finance, Accounting, or other relevant field. Legal degree is desired.
 • At least 10 years experience in administrative and financial management of large international projects including experience in management of USG funded projects and a track record in developing and managing large budgets.
• Familiarity with compliance to USAID project management and procurement regulations
 • Exceptional verbal, interpersonal, and written communication skills in English
• Ability and willingness to travel domestically as well as internationally

• Strong time management and organizational skills; demonstrated ability to work well independently and in teams • Track record of being able to produce work in a timely manner with flexibility when necessary to adapt to changing work conditions
