Job Summary
PCI established its presence in India in 1997. Currently, PCI-India operates in ten states and two union territories of the vast subcontinent with a focus on impoverished, vulnerable populations--in particular, people living with HIV/AIDS, women of reproductive age and at-risk children.

The Country Director will serve as the Chief Representative and Fiduciary Officer for PCI India. S/he will lead the organization’s integrated development program portfolio which includes maternal and child health and nutrition, women’s economic empowerment; care and support of orphans and vulnerable children; and disease prevention.

The leadership responsibilities of the position include ensuring quality program design and implementation, overall financial management, development of new cutting-edge programs, human capital management, timely and quality program monitoring, evaluation and documentation, and liaison with relevant ministries, donors, partners, and other national and international agencies and stakeholders.


Duties & Key Responsibilities:

Organizational Leadership:
 • Fully participate as an organizational leader, locally and globally, serving as a member of PCI’s Global Leadership Team.

• Actively engage in the execution of PCI’s strategic plan.

Program Management and Implementation
:
 • Ensure optimal quality of PCI India’s programs, utilizing PCI’s Gold Standards for Programs

 • Lead PCI-India’s program teams in the development of detailed implementation plans for its programs ensure timely program implementation and reporting

 • Plan, implement and periodically review and modify management systems, within guidelines of PCI’s operating procedures

 • Conduct field visits to project communities to review quality and coverage of projects as well as level of community participation and awareness

Financial Management and Administration:
 • Ensure the financial stability and effective financial management of PCI-India

 • Ensure compliance with PCI Gold Standards for internal financial controls and management

 • Prepare annual budget for PCI-India and supervise effective execution of the budget

 • Assure compliance with PCI’s Cooperative Agreements/Grants in India

Human Resource Management:
 • Direct the recruitment and effective on boarding of employees and consultants for PCI-India

 • Ensure consistent and effective development and implementation of PCI’s HR Gold Standards - policies, procedures, structures and tools
 • Build an optimally effective management team
 • Ensure strong levels of staff morale and engagement, and demonstrate effective supportive supervision and leadership
 • Ensure compliance with all local India regulations governing INGOs, employment law and taxation

Resource and Program Development:
• Lead the successful development and funding of new community development programs in India
 • Responsible for in-country fundraising, involving the development of new program initiatives and preparation of program proposals

Other Responsibilities:
 • Represent PCI in negotiations and coordination with Government of India
 • Represent PCI in negotiations and coordination with the various departments and agencies of the U.S. Government and other international donor agencies operating in India
 • Negotiate and sign agreements as appropriate to PCI projects in India

Required Qualifications:

• +10 years of professional experience with a minimum of 5 years in a similar role at similar organizational level

 • Experience in India strongly preferred. Knowledge of Hindi would also be an advantage

. • +5 years’ experience in the design, implementation, monitoring and evaluation of complex community health programs in developing countries

 • Proven experience in engaging, leading and motivating teams of professionals to achieve results excellent people management skills, experience in facilitating cross-functional teamwork, and providing feedback to senior management teams

 • Knowledge of financial management and internal controls in a development environment

 • Demonstrated track record in dealing with senior government officials in a developing country setting

 • Experience developing new sources of funding from a variety of public and private sources, to represent PCI-India effectively
 • Key influencing and selling skills
Experience in managing funds from USAID and other international donor agencies
 • Graduate degree (preferably public health)

 • Excellent written and verbal communication skills, and the ability to communicate effectively in the field, between the field and head office, and among peers

 • Excellent computer skills and experience with Microsoft programs, i.e. Excel, Word, Outlook

 • Willingness to travel outside Delhi up to 30% of the time

Success Factors:

The successful CD will skillfully represent programmatic priorities of PCI to donors and regional partners while providing effective leadership to the PCI program team. S/he will have high emotional intelligence, constructive mentoring skills, and proven experience with capacity building. S/he will be committed to long-term program sustainability and the delivery of high-impact activities at the community level. The CD should have a strong commitment to teamwork and accountability, thrive in evolving and challenging environment, and make effective written and verbal communication a priority. S/he will demonstrate very strong people management skills, as well as experience with distance management.
