About the Job:
MicroSave is seeking an Analyst - G2P Programme. S/he will support delivery of technical assistance to various Government of People (G2P) payment programs in India. These would include electronic benefit transfer (EBT) and aadhaar enabled direct benefit transfer programs (DBT), with a special focus on the states of Uttar Pradesh and Bihar. The position can be based in Lucknow, Patna, Delhi or Hyderabad, with more than 75% travel to the assigned districts.
Tasks and Responsibilities:
    Provide technical assistance for comprehensive readiness evaluation of EBT and DBT programs being implemented for G2P payments, and the financial inclusion (FI) initiatives underway by banks and business correspondents;
    Extensive surveys on readiness of BC/CSP/agent networks across the assigned districts, using qualitative surveys/PRA techniques for the consumers and agents;
    Monitor and supervise quantitative surveys in the assigned districts;
    Develop end to end ‘as is’ and ‘could be’ process maps, and conduct risk analysis for the major welfare schemes including MGNREGS, SSP, and JSY;
    Develop training curriculum and provide training to various field staff (government, bank, BC and CSP/agents) at block/taluk/mandal, district/zila, and state level;
    Support and handhold all the stakeholders in implementing changes to the processes (pilot testing) and rollout on scale;
    Provide monthly updates and conducting regular review meetings with the district collector/DM/ADM/BDO and bank/BC officials;
    Work with organization's teams providing technical assistance to banks, business correspondents, and MNOs on enhancing their products/processes and branchless banking networks;
    Drive the program agenda in the assigned districts and support the assignment lead/practice group lead and other team members of organization.
Qualifications:
    Master's in Management/Business Administration;
    Minimum 3 - 5 years of experience, with at least 2 years with EBT, DBT or FI programmes working with a Government department, bank or business correspondent;
    Expertise in qualitative research using PRA techniques;
    Extensive experience in developing process maps and conducting risk analysis. Expertise in using MS Visio for developing process maps;
    Sound understanding of quantitative research techniques;
    Ability to interface with and manage stakeholders at senior level in the state/districts/banks;
    Excellent communication (oral and written) skills. Should exhibit independence in conducting analysis and writing reports;
    Excellent report writing and presentation drafting skills;
    Excellent ability to analyze and synthesize data/information and present it using appropriate frameworks;
    Fluent in English, Hindi, and a regional language is preferable.
